The Islamic Resistance Movement – Hamas, posted the following statement on July 31, 2026, at the Hamas Movement’s official website: https://t.me/kUoQCMfm8bI1NWE0

The Hamas Movement, along with the Palestinian factions, has approached the negotiation process and the mediators’ proposals for the full implementation of the second phase of the ceasefire agreement in a responsible and positive manner, and through national consensus among the Palestinian factions, demonstrating a spirit of partnership and responsibility, driven by our commitment to protecting our people, meeting their humanitarian needs and safeguarding their national rights.

The occupation’s commitment to halting the killing and ending its attacks is the fundamental prerequisite and the first step in proceeding with the implementation and towards establishing the framework and timetable for what has been agreed, whilst emphasizing that the implementation of the second phase of the agreement is contingent upon the occupation’s commitment to implementing all the provisions of the first phase.

Furthermore, agreeing to include the issue of heavy weapons within the framework of the agreement was linked to and conditional upon the cessation of all forms of aggression, the withdrawal from the Gaza Strip, the achievement of early recovery, the entry of the National Committee (National Committee for the Administration of Gaza), the deployment of international protection forces, the disbanding of the armed gangs and militias formed by the occupation, and reconstruction, as well as guaranteeing the right to self-determination, establishing the independent Palestinian state and protecting citizens’ rights.

The Hamas Movement and the Palestinian factions extend their greetings and appreciation to our steadfast people and families in the Gaza Strip and affirm that they will continue to work together on this path for the sake of our people and safeguarding all their rights.
